2 tsp sugar
1 tsp red pepper flakes
1/2 c sliced green onions
2 Tbls cilantro, chopped
1/4 cup lemon juice
2 Tbls soy sauce
1 Tbls sesame oil
salt and pepper
water chestnuts, chopped
Process in food processor for 30 seconds. Put in wonton wrappers. Roll up. Fry in hot oil.
